Ok so it's not on the same level as WE7 or Champ Manager but hey it's a small download. The game is New Star Soccer (programmed by me) and you can download it from here:

Well, I downloaded it earlier and it is quite good, managing relationships not just football. It can be unrealistic though, as I scored two bicycle kicks in a row and a 55 yard freekick! lol
The World Cup one isn't as good though.
