moderators can do it themselves.
if you are just a normal user you have to ask an admin.
Gota be important for that. If you hold rank you have the option. Gav has the option too.

I think the target will be 100 post. I consider that to be a too few but 1000 to be too many. Maybe 250 or 500 would be good. The mods would need a different bar or badge of some kind to distinguish themselves.
