England, late 80s. Have London, Birmingham and Manchester as the three major cities, with loads of small towns, coastal towns and countryside in between. You'd have the declining hooligan scene, the rising Rave scene and some gangsters of all ethnic varieties thrown into the mix. You can imagine an alternative/indie radio station, with New Order, Jesus and Mary Chain, Echo and the Bunnymen, Stone Roses, etc. Plus some classics 80s tunes all across the radio stations.
Alternatively, the early 80s would also be great, especially with the skinhead scene, the peaking hooligan scene and the general dissatisfaction amongst the public. Just imagine a radio station filled with the Specials and Madness.

I know rockstar have a headquarters in Leeds... Perhaps a Northern edition too ;)
Can't see them making one based anywhere but U.S/U.K these days. I imagine that'd Ireland would be a popular idea, not like Craggy Island but Dublin or Belfast or something. The yanks love the Irish...

Rockstar North are the main developers and they are situated in Scotland. Cant think of the city...

If Miami is anything like it was in Vice City it will be shit. The city was flat and it got boring fast. The storyline and music of Vice City were great, but that was about it.

Just imagine a radio station filled with the Specials and Madness.
I don't want to imagine it, in case it doesn't become real and I have a breakdown.
If they do a British one, I can imagine something of a San Andreas style thing going on, where instead of having the different cities, there might be large cities representing the different countries in the UK.
Depending on the time-period, it could make use of the troubles in Northern Ireland, (which is obviously an island on the game) then you'd unlock Wales or something, with the declining mining industry, before moving to erm... the bliss of England, with the ideas people have already mentioned about the punk scene etc, before going to Scotland, where basically it's like the mountain on San Andreas, but repeated a few hundred times.

Never treated Madness as a ska band- too pop-y (however, I do love my pop sometimes, and I love Madness too) but a ska channel would be class. Although if they based it in Britain, I reckon most of the channels would be good. As long as it's not based after the Spice Girls were invented.
And what makes Northern Ireland double-y good as a location is it being an island to the rest of the UK [I said Britain earlier - I meant UK, honest!] so instead of what they do at the moment with bridges you can't cross, there could be an airport that has been bombed at the start of the game, and you cannot access the other places until its fixed. And if you try and go by sea... erm... you get shot by the police when you land.
Oh and also I think Irish accents are great.
Rockstar North are based in Edinburgh for whoever asked.
I'd personally love a tokyo gta. All the skyscrapers and pedestrians. Our main character travels to tokyo hiding his secret past which we learn about over the game. Maybe hiding from the mafia or something. Then he gets in with another crime mob and heads back to the U.S with them ;)

One in the distant future would be cool, but I don't think many people would be in favour of it.

Something based like Tokyo inner city all Modern and Hi Tech but outskirts steeped in Japanese history, Working outward getting into the big game of Inner City Mafias, They have the gangs, the cars. Not too bad a place to be honest.
But realistically it'll be Vice City.
Next GTA in Africa or when there were dinosaurs please. :)

Either:
as the main cities/parts:
London
Wales
Scotland
Northern Ireland
with like the Isle Of Man & Isle Of White as the little islands
OR
South/South East England/London, Portsmouth, Dover ect ect
Northern France
parts of Germany
And to get from each country you can drive there, fly there or get a train :)

Portsmouth. Not very exciting is it. Hardly a criminals playground.
Also the only storyline I can think of would most probably be kinda like the one we have on IV, involving illegal immigrants.
I'd prefer something like modern day Tokyo or communist Moscow. I rekon Rio de Janeiro/Sao Paulo or Modern Day LA/Mexico/Central America are good shouts as well.
