I have noticed especially in the PEs 08 & PES 07 on PS2 that when in Human vs Human game if yoiu slide tackle a little bit earlier then most of the time that player's hand will stop the ball but no fouls are given? Why there is no rule of handball in these games?
In short...Because it would be shit.

There should be hand balls. a few times i have shot and the oposition team have hand balled (not the keeper) in the area when the keeper had no chance of saving it. Hand ball rule ads.
There is handball in PES 2008, it's just rather rare. I've noticed handball decisions given several times, the commentators don't usually say anything about it mind. However it's clear when a decision is given for handball.
^Yeah it has handballs. I don't know about the ps2 version though. It even happens in training.
