So I don't ever forget this as no other forum on the internet has managed to provide instructions that actually work:

-Right-click on internet connection and select Properties.

-Click on the Advanced tab and select Allow other network users to connect through this computer's Internet connection under Internet Connection Sharing (only visible if ethernet drivers are installed).

-Click on Settings and allow access to Secure Web Server (HTTPS) and Web Server (HTTP).

-Click OK twice.

-Right-click on the LAN network connected to the PS3 and select Properties.

-Select down to Internet Protocol (TCP/IP) and click Properties.

-Select Use the following IP address and enter an IP address of 192.168.0.1 (if not already used by the internet connection) and Subnet mask of 255.255.255.0.

-Click OK.

-Go to the PS3 and give it an IP address of 192.168.0.2 (or one greater than what you set up in the previous step), Subnet mask of 255.255.255.0 and set the Default Gateway and Primary DNS Server to the value used in the above step (192.168.0.1 in this example).

Windows should show at least one network connection and that for the cable going to the PS3. You may not have two because the modem is connected via USB and not an ethernet cable.

If you don't get one showing for the PS3's connection to the PC, it may not be seeing it and that is where your problem is starting.

Control Panel -> System -> (Hardware tab) -> Device Manager

Are all of your network ports showing up there? If so, no idea. If not, you need to install generic drivers for them. The LAN ports as with many other aspects of the motherboard won't work until the drivers are installed.

If you need to find out the make and model of your motherboard, download CPU-Z from here (http://www.cpuid.com/cpuz.php) for free, install it, run it and go to the Motherboard tab.
