I was just checking the PES news on PES Editing Next Gen Blog and they say in regards to licensing
Italian, Dutch, French leagues are in, with the Spanish League in, bar one small fighting club (probably Xerez) and a handful of German clubs are also included.
They were right about the German national side being licensed way before anyone eln se confirmed it so I'm pretty sure they've got it right.
They also say there are many Russian and Eastern European sides in this time.
Heres hoping anyway.

12 Spainish teams are licensed its the likes of Getafe who arent licensed, probably because their kit would be so hard to do, Its got the Burger King man on the inside of the shirt. LMAO.

I haven't seen any official konami announcement stating only 12 teams are in, or anything about this is various playtest reports, just heard a translation stating this, I think the guys at PES editing are more reliable than this rumour.
