REgion (1-2-3) differences in editing

Do you know for PS3 versions, are region differences of game allows option files to be impplemented?

For instance I've a game which is from " region 3 - Asia" Can I use all option files ??

what game u talk aboout??? if u r talking about pes2010...ok
for pes2010 - R1 and R2....R3 its we2010.
when u got we2010 its to difficult to find edit option file, i got we09 before..its hard to find opt file. just make by myself....but the best thing for r3, is we..always dif from pes....when u play u know..............

no I have a R3 PEs2010 ...
It writes in Japanese language.. believe me I can understand the difference between WE and PES :)
