Guessing Paris is a shoe in judging by the film link. Something like northwest Europe with the main cities of London, Amsterdam and Paris would be mind-blowing. The countryside of north France, and the lowlands of Flanders and Belgium connecting Paris to Amsterdam, the channel tunnel connecting Paris to London (a ferry if you prefer). The prospects are endless.

If London is in it, we may as well guess the voices now - Tamer Hassan (I'm sensing Turkish-Cypriot kebab shop owning gangster), Danny Dyer, Jamie Foreman and Geoff Bell are surely all dead certs. Depending on how ambitious they are, Ray Winstone might also be attainable. And throw in a couple of stadiums so we you can include hooliganism Rockstar.

a french one would be quite interesting, rockstars brand of piss taking set in gay paris.

on the subject of the episodes from liberty city, is this a full 360 style game or are the controlls and option still psp style.

Episodes From Liberty City is just the two DLC packs bundled together on 360 as a standalone game.

I don't think GTA will work too well outside an English speaking country. I fancy it will always remain in North America or Britain.
