My hard drive is 60 GB, which is divided into two parts.
The C drive, where all the programmes and Windows component has 13.9 GB, and the D drive makes up the rest.
My problem is, the C drive always have very little space. At the moment, it has 149 MB free. I don't have a lot of programmes and no games installed.
Now, another problem is that my DVD-rom doesn't work, which is needed to install Windows after re-formating.
I've asked at some shops and the price to format it is around B$50 -- approx. 20 quid, which is overpriced in my opinion.
Which version of Windows will you be reinstalling after this is done and do you have access to a 4GB memory stick?

No, I don't have a memory stick.
The first thing you need to do then is buy a DVD drive or a 4GB memory stick. That's the only way you'll be able to reinstall Windows - by using the DVD you've got or following a tutorial to copy the contents and auto-run to a memory stick which you would then boot from and install Windows from.
60GB for a system drive is, to me, small. Partitioning it just brings the inevitable sooner as you've discovered. You'd be better off leaving it as one drive and putting everything on it....once you can sort out how you're going to reinstall Windows.

Thanks for the info. I've not bothered to upgrade as I only use it for internet and listening to music. My laptop isn't good enough for gaming.
One more question. If I leave it as one drive, do I need to format the hard drive too?

Yes, unfortunately.
Almost any changes to drive partitions require reformatting.
