my legend has stopped developing

I'm in my third season and he's just stopped getting better. I'm still rated 68 overall? My development sheet has a flat line for the last year! Is this normal?

I have assigned my training points so don't understand what is going on! I had no problems with the 2010 BAL, so an stumped here.

What I really don't understand is that i just won world player of the year too.

Any thoughts appreciated!

I had something similar in my 4th season, it took a whole season to increase the OR by 1. After it went up the line in the development sheet changed
