SO many criticize PES just because of it's lack of licenses - and these guys don't even know about option files.

Either download a finished file or spend 3-4 hours correcting it yourself. It's really no big deal. I'd choose gameplay over licenses any day.

the only annoying thing i belive is the fact we cant add more teams than leagues in the game, i mean, we cant make new custom leagues to like, for example, add championship and serie B and bundesliga and all that stuff... at least not on ps3?

i 100% agree with sabatasso on this.
i dont care about license, besides from the correct faces for players (although this is fixable by importing faces).
dont get me wrong licenses make the game more alive but it doesnt change much at my overall gapmeplay experience.
