An official statement from the PESGaming Fantasy Football League administrative co-ordinator, Matthew Connolly, has announced that after the recent transfer embargo clubs are now free to bid on players again.

The bidding system has received a massive overhaul in order to provide some transparency to the latest administration to come under scrutiny from the global media for its financial activity.

"It's been a bit of a process," started Connolly, who it is understood was appointed and assigned immediately to the transfer embargo situation. "Decisions have been taken in the interests of the league and full transparency for all managers concerned has been sought at all times."

"The league can now move on beyond a number of grey days and I believe there is sunshine ahead."

The news will be of great relief to the teams involved in the upcoming 2011/12 season as the big kick-off draws ever nearer, with many managers still a long way short of their target squad numbers.

Pundits are expecting one of the busiest transfer windows in years as due to the recent complications managers have lost over a week's worth of negotiating.

How to bid

1. Consult the stats hub to see which players are available. This will be updated at least once per day to reflect results of completed auctions.

3. Fill out the form, ensuring all relevant fields are completed correctly.

Rules on bidding

1. Each manager may submit 3 bidding forms per day. If a manager makes more than 3 bids in any one day, the first three will be considered active unless a PM is sent to me explaining exactly which bids should be retracted.

2. Each form can be used to bid on a single player.

3. The minimum amount that can be bid is £3.0m. Bidding intervals are £0.1m. There is no maximum cap for bids.

4. All bids are explicit. The amount that you have bid (first bid, secondary bid or final bid) is the amount that you will pay if you are the highest bidder. Bidding is not in an eBay-style auction. Please be mindful of your budgets.

Example:

Manager A bids £3.0m, £5.0m and £6.5m.

Manager B bids £4.0m, £4.6m and £5.2m.

Manager A signs the player for £6.5m.

5. An auction for any player lasts a total of 3 days. New bids will be checked for at approximately 6pm every day. Day 1 of an auction will be considered the day on which the first bid for a player is made. There will then be two further full days for other managers to make rival bids, before the auction closes at midnight on the third day.

For example, if manager A makes a bid today (25-07-2011) at 15:00, the last bid for that player can be made at 23:59 on 27-07-2011.

Times used are BST. Bids are automatically date- and time-stamped to easily resolve any disputes.

6. In the case of two or more managers bidding an identical maximum amount for a player, the case will be followed up via PM.

7. Transfers will be finalised in a chronological order, as per the date of auction closure. For auctions ending on the same day, those players who were bid for earliest on day one of their auction will be considered to be finalised first.

8. If a manager has insufficient funds to finalise a transfer, his bids will be withdrawn and the auction will be settled as though the bid had never been made. If you have sold a player to raise additional funds, the confirmation must be posted in the Completed Transfers thread before the finalisation of any auction that relies on those funds.

The Rumour Mill

Although bidding is now entirely blind, as in real-life not everything can be kept a secret. The Rumour Mill thread will be operating and will provide a limited insight into what might be going on in the transfer world.

The very nature of rumours is that not all of them have a sound basis of fact, so please take what you read with a pinch of salt.

Loving the new system! great work mate! One question though, how can we stop cheating? Such as where the form says enter username, I Use Sminky.

Maybe he could add an extra option (or add it to the username) where Nifty PM's everyone a random number (ie, 310012 - this only needs to be done once) then when the user fills out the form they should put the number after their username. (PEM 310012)

Then if I wanted to 'cheat' I would put PEM but wouldn't have a clue when it comes to the number part.

If the person gives out there number then they are an idiot but it means Nifty would have to check the number on each bid.

Very snazzy indeed. Well done. PEM raises a good point, but I think we're all honest people here, plus the issue can easily be resolved.

EDIT: Great idea Apps. Give each player a unique number or password.

Can't we just behave like adults and not cheat?

My main concern was actually how I stop myself cheating.

Given that I will be regularly accessing the spreadsheet and, thus, seeing bids, I am 'aware' of other people's bids.

You're going to have to trust me insofar as I have a list of bids I wish to make, up to the maximum of three per day. I am happy to send this list to another member in case someone thinks I'm screwing them.

But I honestly don't have it in me to cheat.

Just to clarify something that popped into my mind as a potential dilemma, everyone:

Bids for players made via Chatzy (under the old rules) will adhere to the eBay-style process. Further bids for those players made via the online form will use the new rules (i.e. explicit prices). This is only really an issue for any auctions that began via Chatzy and have been followed up with bids in the next day or so.

For example, manager A bids on player X via Chatzy on 16th July as follows: £3m/£7m.

Manager B bids on the same player X via the online form today as follows: £3.5m/£5m/£5.5m.

Manager A wins the auction at a price of £5.6m.

Conversely, if manager B's final bid was £9m instead of £5.5m, the player would be signed by manager B for £9m (not £7.1m).

I feel this is only fair to those managers who placed Chatzy bids under the expectation that the eBay system would be used.

I don't think it makes it more likely that a manager will win an auction, it will obviously just impact the price at which they win that player.

It is quite a nervous time though, especially having no information on whether you've been outbid, it adds to the tension!

It's a lot easier for Nifty to keep under control mind, and the bidding system does seem to work very well. It just wouldn't be feasible to contact every manager whenever they're outbid, it would just take too long - as we've seen with the previous disputes in bidding.

Just wanted to clarify something:

In the interests of fairness, only players who appear on the latest updated version of the statistics spreadsheet (which includes the A-to-Z player list) can be bid on.

I understand that I will not be able to update this as quickly as the transfers happen, throughout the day, every day - but I will try my best to update regularly enough that it is current.

Due to the bidding instructions advising managers to utilise the A-to-Z list, it only seems fair that a player has to be 'in the game' to be put up for auction. Other FF games have to add players to allow you to sign them and we will be no different.

Rule of thumb: Check the A-to-Z list before bidding on a new Premiership acquisition.

Best procedure generally is to let me know via PM that you are making a corrected bid and then just fill out another form.

Obviously on this occasion I am aware of your plan so no need for a separate PM. I'll be able to see the bids close together and do what I have to do!
