An official statement from the PESGaming Fantasy Football League administrative co-ordinator, Matthew Connolly, has announced that after the recent transfer embargo clubs are now free to bid on players again.
The bidding system has received a massive overhaul in order to provide some transparency to the latest administration to come under scrutiny from the global media for its financial activity.
"It's been a bit of a process," started Connolly, who it is understood was appointed and assigned immediately to the transfer embargo situation. "Decisions have been taken in the interests of the league and full transparency for all managers concerned has been sought at all times."
"The league can now move on beyond a number of grey days and I believe there is sunshine ahead."
The news will be of great relief to the teams involved in the upcoming 2011/12 season as the big kick-off draws ever nearer, with many managers still a long way short of their target squad numbers.
Pundits are expecting one of the busiest transfer windows in years as due to the recent complications managers have lost over a week's worth of negotiating.
How to bid
1. Consult the stats hub to see which players are available. This will be updated at least once per day to reflect results of completed auctions.
2. Click here (https://spreadsheets.google.com/spreadsheet/viewform?hl=en_US&formkey=dHBsd2pHbzdZV1BhR29Sb2 NpamZJMVE6MQ#gid=0) to open the bidding form.
3. Fill out the form, ensuring all relevant fields are completed correctly.
Rules on bidding
1. Each manager may submit 3 bidding forms per day. If a manager makes more than 3 bids in any one day, the first three will be considered active unless a PM is sent to me explaining exactly which bids should be retracted.
2. Each form can be used to bid on a single player.
3. The minimum amount that can be bid is £3.0m. Bidding intervals are £0.1m. There is no maximum cap for bids.
4. All bids are explicit. The amount that you have bid (first bid, secondary bid or final bid) is the amount that you will pay if you are the highest bidder. Bidding is not in an eBay-style auction. Please be mindful of your budgets.
Example:
Manager A bids £3.0m, £5.0m and £6.5m.
Manager B bids £4.0m, £4.6m and £5.2m.
Manager A signs the player for £6.5m.
5. An auction for any player lasts a total of 3 days. New bids will be checked for at approximately 6pm every day. Day 1 of an auction will be considered the day on which the first bid for a player is made. There will then be two further full days for other managers to make rival bids, before the auction closes at midnight on the third day.
For example, if manager A makes a bid today (25-07-2011) at 15:00, the last bid for that player can be made at 23:59 on 27-07-2011.
Times used are BST. Bids are automatically date- and time-stamped to easily resolve any disputes.
6. In the case of two or more managers bidding an identical maximum amount for a player, the case will be followed up via PM.
7. Transfers will be finalised in a chronological order, as per the date of auction closure. For auctions ending on the same day, those players who were bid for earliest on day one of their auction will be considered to be finalised first.
8. If a manager has insufficient funds to finalise a transfer, his bids will be withdrawn and the auction will be settled as though the bid had never been made. If you have sold a player to raise additional funds, the confirmation must be posted in the Completed Transfers thread before the finalisation of any auction that relies on those funds.
The Rumour Mill
Although bidding is now entirely blind, as in real-life not everything can be kept a secret. The Rumour Mill thread will be operating and will provide a limited insight into what might be going on in the transfer world.
