If you had say for instance Veron on your team in Master League. And he retires...will he reappear on YOUR youth team, or do retired players appear in random youth teams?

Yes he will Come back to The master League but he may Not Be The Defender Any More Because he Come back With An Other option Of Midfielder or Striker This Happenig To Many times In Pes 2010

Depends, I'm getting my former players coming back through, but only the ones that were in my team originally... not players I signed.
