maybe You have right...but We pay for Pes the same money like Fifa...and PES don't have license for England Premiership,Bundesliga and a lot of European Leagues and stadiums..... don't have money for creating free agents and put player without club too ? this is....hm... ha ha
You are right, we all pay the same money. But if a bunch of clubs or a whole league has an exclusive licensing contract with EA, say, the Premier League (and their teams), then Konami can try whatever they want, they cannot just "over-bid" the existing licensing contract and convince the teams or league to just switch parties. They are trying. For PES 2017, they have recently licensed Arsenal. It's probably not the only new team or new team license we'll see, but the fact that they got such a big name to split from EA means that they gave it a good shot - and succeeded.
On the other hand, I read that EA now has the La Liga license (Spanish league/Liga BBVA), so they probably lost that battle to EA. Since the 2017 previews show a licensed Atlético, however, we can hope that the teams will be licensed individually, even if it's under a "Spanish League" banner next time instead of the official LIGA BBVA one.
Well, you see, this gets complicated, and it's even worse in South America, where they have to contact every single player and negotiate if they want to license them.
It's not always that easy - or lazy, for that matter =) it *is* a little stupid, though.
