Actually it's a pretty interesting aspect on this year's installation. Ridiculous, because it will drastically improve the OR of one player. But also handful when you don't have sufficient money to sign players but needing a lift for your team. And also, for those who love this feature BUT...

Low focus point on particular area doesn't mean that it will decrease that area. It will still improve that area, but on a slower rate compared to other area that has higher point. Say, you have 5 on shooting, 3 on stamina. Of course your shooting skills will improve faster than your stamina.
