You're not doing something right... try again. I'm currently using Watson's v1.0 OF and it's fantastic! The procedure you described sounds correct (mine showed up as a PES5 file two) but perhaps you should delete what you have, re-download, and try again. It will work...

Again, great OF but I missed Zola and had to bring him back. Quick question, I would like to change some of the boots, e.g., the 'Target' boot to an Umbro boot... Is there a way to import boots from another option file? or is there an app that can do it? Help appreciated...

Surprisingly, a pretty good option file for the US PS2 WE8I game can be downloaded from GameFaqs.com under Game saves. It is for MaxDrive but it works pretty well and the up-to-date kits look very good. All flags and logos are spot on as well. Just copy the address below and paste in browser...
