    Unfortunately that's true. For example 16 year old J.Zanetti with OVR 95. Lampard and Gerrard with ~93 OVR. Retired players come back in mid season break, not between seasons. Maybe Konami fixed this in last patch. I don't know yet, because I don't reach mid season again till now in my ML.
