I have no idea whether the reason you cant see it is because of the difficulty level you are on, however what i do know is that in previous PES versions, you could only change the Master League level at the end of each season.

I think normal tackling is fine. You just have to not run straight in with your man holding down the button. If you stay back, cover the places he could pass, and go in without running, it's good.
