i think TAC has to do with ur teamwork stats, at least that's what it was in pes2012. i haven't really played too far into ML to comment on what causes TAC to change. in pes2012 there's a training option for tactics... are ur players all new to ur team?

tactics training increases the teamwork stat of ur players. i am in the 3rd season, and while some of my players (e.g. mark noble) have their ratings now in their 90s, their teamwork stat is still horrible. in hindsight, i probably shoulda slipped in some tactics training.
