I believe the PSN store has to update before you can apply the online code.

I read on a forum that the PS3 PSN store will update anytime between 3-7 PM EST. Right now it is 2:12 PM EST. So I am looking forward to the update. Hopefully they will add PES 2014 and we can apply the online code.

It all comes down to the data pack. You can play online without the voucher code (for now at least) but you can not play online without the data pack. Only problem is, you can not get the data pack without the online code. How frustrating that you can't play online just because you have to...
