I had the same problem and was really pulling my hair out. I found and old Pro Evo site that suggested people opened ports TCP Ports: from 10880 to 12889 UDP Port: from 5730 to 5739 I also opened port UDP 3658 and in systems settings on Pro Evo I entered 3658. And hey presto it works...
