You can always do whatever you want... Nevertheless, if you want to reach some realism, you have to take care of what country the team you want to create belongs to.

We do have it for 2018. I used it for all of my Other Asian Teams. Changing nationality doesn't change banners or ML AI though, those seem to be hard coded into each team. As for European Teams and Latin American teams, the transfers aren't biased by country, teams take players from any nationality there. The only league that seems to have an issue is PAS League.

I recall there was an editor in PES 2015 where you could change the team's countries too, although it didn't seem to make much of a difference (e.g. crowd banners were still displayed in the wrong language). In fact, I just got ejogc327's editor for PES 2018 and it allows you to change team nationality there too; the only inconvenience is that you have to press "Apply" for every team you edit, or your changes won't be retained.

One thing that's curious (and I noticed in PES 2015 too): when you change a team's position in any given block in the Competition Structure menu, the country won't change from the position it was in.
For example, let's take this list:

*Pabrowiestein (Austria)
*Kirksburgh City (Ireland)
*Maarsfort (Norway)
*FC Meuchawyz (Poland)
*Quarpelather City (Scotland)

You move Quarpelather City up to the top of the list to swap it with Pabrowiestein. So, you'll have:

*Quarpelather City (Austria)
*Kirksburgh City (Ireland)
*Maarsfort (Norway)
*FC Meuchawyz (Poland)
*Pabrowiestein (Scotland)

Let's reset the list for another example: you still want to put Quarpelather City on top, but you'll want to keep the rest of the list in order, so you rearrange everything. When you look in the editor, you'll have this:

*Quarpelather City (Austria)
*Pabrowiestein (Ireland)
*Kirksburgh City (Norway)
*Maarsfort (Poland)
*FC Meuchawyz (Scotland)

So you may change teams position but the banner will still in the "position" language? That's weird.

That editor can be a solution, but for PC users, and i don't think to make some .ted exports and re-import them to PS4 may change anything in terms of banners, that's sad. I've tweeted that issue with banners on officialpes, but no answer.
