they are either too lazy or focusing on pes 2013

No more DLC's or patches for 2012 this year as far as I'm concerned. Too much attention being payed on PES 2013, especially with E3 coming early this year

Or you can do it yourself... well the unlicensed teams that you can edit.
But you can do the squads.
That's the great thing about PES, you can do it your way.

It will be a shame if they don't update some of the kits for Euro 2012. The Ireland kits are massively out of date and they used to be pretty quick to update the bigger nations like France, Italy and England.

I remember there were some WC option files back in 2010 but things can be different for the PC..

I think all teams are in pes. I played euro2012 using daymos option file.
