ColdER, yep, a GF4 ti4200 or better will still certainly cut the mustard for playing almost anything these days. And seeing as it is only ~$aus270 for a Radeon 9600pro, an upgrade to a midrange DX9 compatible card is an easy step to make for just about everyone.
But I wouldn't go so far as to say that the GPU is far more important than the CPU. After all, a raddy9800xt won't help me play farcry, cos it would be paired with a Duron 1ghz. You gotta find the balance. And seeing as the GPU only gets *really* used when you're playing gfx intensive games, I think it makes more sense to ensure you have a good CPU in order to ensure that your overall system performance is good.
