Hey!
First of all, I'm assuming you are on PS4. Might work for PC as well but not sure. On Xbox, you can't really import kits, images, etc. So it wouldn't work out so well.

There is no website to make a league or a team. To make a league you need to make every team and player in the league. Don't give up just because of the size of this text, I know it's big. Making a whole league it's quite time-consuming, but it's fun and rewarding if you like what you're doing ;).

Basically, you edit those team details and players in the edit menu. You'll need to choose a unlicensed league to replace with your new league, as you can't create new leagues from scratch. Also, if you want to make a 2nd league, you consider overwriting a 2nd league, like 2nd spanish division (because you then can change the teams from the 1st division - Eredivise, in your case - into La Liga and make it have promotion/relegation in Master League/Become a Legend game modes ;) )

Before starting editing in game, you need to prepare yourself on PC. You're going to need logos and kits (and, optional, sponsors, stadium and manager images. those are just details and aren't needed if you don't want them or if you aren't a perfeccionist like me xD).

On PS4 you'll also need a USB Flash Drive that the console can recognize (if you have installed an option file you probably already used one to install it, it can be that one). Make an WEPES folder on it. It's where all those logos and kit files will go.

I also recommend that you have some basic image editing skills (like re-sizing and image for example). I recommend you use a program called Paint.net (not the program that comes in with Windows, that's not enough, search google for paint.net). Unlike Photoshop, that one isn't very complicated and it's also free. :)

You're going to need to find the logos for your teams. Usually it isn't hard, you can just search on google something like "<team name> logo" and it will usually show up a good one. But you will still have to re-size them to 256x256 (and maybe take out a background, some pictures you find online have a white background) and save them in .png format

Then you're going to need kits. These are usually one of the hardest parts of making a team. I could write up a whole tutorial on how to do kits, but it would imply some more image editing skills and a lot of practice (I've been doing kits for 3 years now and I consider mine decent, but not perfect). Instead, if you're beginning, you can try out PESMaster's kit creator, a tool that's avaiable online where you can make your own kits without that image editing knowledge. It's excelent for beginners, but if you want to make some more complex designs one day you will have to learn to use Photoshop, GIMP or Paint.net for example ;)

To find pictures of the real kits so you can do yours, check the club's website or their social media (facebook, etc.), and maybe some youtube videos. You are also going to need to find pictures of their sponsors to put in their kits, and perhaps adjust them a bit.

If you want an example of this, check my LigaPro (2nd portuguese division) creation thread, where I'm posting the logos and kit files for my league project: http://www.pesgaming.com/showthread.php?t=104983

To put the kits and logos you made on PC into the game, copy them to the WEPES folder you created on your USB flash drive. Then, in-game, go to Import/Export, Import Images and choose the appropriate type of image to import (For kits, I recommend you import them in Small size since the game has a limitation on how many kits can be imported and importing them in HQ/Large [L] size will really reduce the amount you can import). Select the images, import and you're done here ;)

Then go to Team, and change the details (name, team color, stadium details, etc.) and apply logos and kits.

Then, you're going to do the players. This part is quite time-consuming, depending on how perfeccionist you are it can take between a few hours to a day for each team. (I usually spend 4-6 hours for each team but I tend to be perfeccionist when it comes to stats and player appearances so you can probably do it in half of that time). Use some website like transfermarkt to see the squads. You can use something like an excel or google documents sheet to keep track of the players' information if you want to, but it's not absolutely necessary.

One of the hardest things about players is getting stats. Check if any of the players you want to do are/were in PES (2020 or previous), use PESMaster's website to do that, it has a great database from present and past PES games. You can also try to convert stats from Football Manager or FIFA or if the players are in there, but many times you'll have to come up with your own stats. Just try to keep them reasonable (I mean, if you want to do 2nd league of Netherlands, you probably won't have 80+ rated players; I don't know Netherlands' football very well but my guess is that most of them will be between 56-69 overall).

To make the player faces, you can search for images on Google, or on the club websites.

In the end, don't forget to edit the competition, add your logo, change the name of the league and its rules, etc.

Obviously, all of this can't be done in a day. It will take some time, specially if you're alone. Depending on the time you dedicate to it, making a league can take either some weeks/a month or it can take several months.

In the end, you can export your teams and share them with others!

Maybe I was a bit fast in some parts of this text, but I hope I didn't make it sound like it's an impossible mission because it's not, you can do it :) If you need any additional help or a more detailed explanation of something don't hesitate on asking ;)

A last tip: Save often. You never know when there can be a power outage or something and then you lose your precious progress ;)

Good luck and Have fun!

Wow, great guide, Philips! It is a very very difficult and time-consuming project to make a proper league. I'd start with making one team you are interested in most and seeing how you like it. For example, it should be easier to make a team that was in last year's PES and got relegated, such as NAC Breda. Many players can be recovered with their official stats. Also, if you are not perfectionist about having this year's kit, you can just take the one already made by Konami for PES 2019. You can download all those kits, because they were extracted by someone. And then go from there. But I also want to emphasize that the stats is the most vital part - that's what determines how the team plays. Everything else is cosmetics. Well, and tactics of course. For relegated 2019 teams, they can be found easily, you just need a copy of PES 2019. For most teams, however, you will need Football Manager for both stats and tactics. The stats can't be taken directly from there, you will need a converter and a system. Ask Geniowe on evoweb, perhaps he will be willing to advise you on how to do that. He completed an excellent Uruguyan Championship and converted player stats from FM.

Another important thing is to eventually familiarize yourself with SMcCutcheon tool for converting PES 2019/2020/etc .ted files to another version. This way, if you get PES 2021, you will be able to convert your work done in 2020, without having it go to waste. I am not too familiar with this, but you can find more information on evoweb.

Thank you! I hope it's useful. Your advice is good too. You might start doing something smaller like 1 or 2 teams and see if you like doing it, then if you do keep going :)
