how does team level work?

So my team is in div 8 and lvl 2. It's a fine team with a few players over 80..

I then met this guy from div 2. And he had Ronaldo, Bale, Robben, a Vidal, Willian, Alves, Ramos, Reina and T. Silva as them I can rememeber.. how can he only be lvl 2 team? I know his whole bench probably was crappy players but still... Please explain
