What is the maximum length for installing chant? I found that chant more than 60 seconds is being skipped or not being played by PES 2014? Any idea how long the chant supposed to be?

That's your answer then - 60 seconds maximum. Typical Konami if that's the case. Those wanting longer chants have to miss out.
