Note: A quitter is not a cheater. If your opponent quits and you win by 3-0, this is not cheating.

Cheating is when the other guy suddenly somehow manipulates the connection and the game disconnects and either:

- you lose 0-3 or
- the match becomes non-existent while you were leading the match.

They should be permanently banned in my opinion... That is if Konami can find a way to tell for sure that it was an intentional attack, rather than an unintentional connection problem resulting in the game being abandoned,

I don't think the disciplinary action is the major problem; it's about how to find out and prove who's cheating.
OK, it's obvious to see when someone's cheating to us users, but proving it to Konami is more difficult.

What needs to happen, is Konami need to implement a "Report User" system on PES 2011, in game, so people can effortlessly report cheaters.

Admittedly, this may yield false results at times, for example: If I swore at someone and was being very annoying (like watching all the replays, and doing that irritating ^_^ after every goal), someone may report me for cheating when I wasn't even cheating.

But, on the whole, you'll see a trend of people who cheat more than others.
Konami should also implement a DNF (Did Not Finish) percentage, so people who lag out a lot, have a high "Did-Not-Finish" percentage, and that is supplementary evidence to their cheating.

I don't like how I get deducted % even though I don't lose connectivity. I think cheaters should get a temp ban and if it continues reset of their club
