All settings are not "good". The ATI/AMD 3200 card is a basic level gpu that uses system ram rather than dedicated gddr memory. It is frankly garbage and its no shock that PES runs badly on it. So yes its your GPU that sucks, and that is why its running badly.

It does not matter that other PES games ran "fine" because PES 2014 has increased requirements to play it now its on the Fox engine.

OK, you're system is rock solid, you're "f'ed" up CPU is pretty good and you're graphic card is amazing, oh wait ! you added some more memory (which is 2005 technology). Since you don't know what gpu is, you should never argue with experienced folks.
So why you're here and still moaning ? If you don't need opinions don't ask for help !
Your system is shit if you accept it or not, don't take it personal. That doesn't make you a bad person !
You're lucky that your game runs "smooth" on such a system (at least you say that), don't moan for a few seconds of slow downs every 5 games.

Edit:Sorry if this seems a bit harsh mate, but I am honest with you, and who on earth gives a crap about minimum system requirements (especially for nowadays garbage games) ? especially for a game rushed out and badly optimized ? I have NEVER EVER seem a PC game that runs well on a minimum system requirements before (unless you so badly reduce quality and settings until it becomes garbage like ! and I am a PC gamer (and only PC gamer) since 1993 when I was 13 years old.

I would advice you, if you like PC gaming to consider building a new gaming PC, which can play PES2014 well(as much as it was programed) and other future games, might cost around 500-700$ and you'll be happy with it.
PM me if you need any advice as this topic and this forum scope is not on how to build a good gaming system, I will be glad to advice and help.

Buy a Phenom II X4 (You can get them quite cheap now), That's what I have.

GPU = Gprahics card. Your one is dated. I only have a 460GTX 700MB and my PES runs fine. That card is also cheap now.

The above is only if your motherboard can have a Quad core processor, however you can buy a cheap Asus MOBO for like £30 just for now until you can afford a beast MOBO.

Your computer currently isn't good enough. This isn't PES2013.

let's talk about some ponits

1- my pes 2014 work fine with the same cpu - ram - gpu

i just plugged the ram and sticked it well into the slot - because it wasn't plugged well that cuz the slow

2-and i am from egypt dude and this words which i speak i have learnt it in u culture and american moveis,, so don't blame me lmao

3- my full pc case costed me around 200 $ 2 years agoand it work fine with most games so i wont afford 500 now for a shit konami who cheat on thier fans and slow down thier games

You're just a pure retard that's all. It's America which invented the modern PC(at least in the form of what you have) that someone stupid like you will never figure out how it works (or even use). When your country will be worth some one percent of America's value to the world, you might be able to share your "throughs" about my culture.
Keep up with your movies and stay "well-informed" as you are. At least in America we don't eat each other in the streets like animals.

Did you increase your memory?

From past experiences, if a ram stick is not seated properly in a MB....it usual doesnt boot up. The system should send a beep when you try to power up.

could you post your current specs?

i always surprised because it shoudn't work in case that no memory in
but
i didn't hear any beeb
just little slow in the pc and sometimes it reastarts and give a blue screen with error
my ram are the same 4 giga
and becaue my grapich card is ati 3200 is bulit in card so it takes some from the memory
my finail memory is 3. 25 giga
