I dont think it's possible... I have tried
a couple of days ago I played ML until I reached the champions final and set the time to 30 min, then I started the game without my best player and let them score 3 goals I got one back then after 20 min I substituted in my best CF and scored with him 7 goals and an assist but at the end of the match he got a louzy 8.0 !!!... on top player of course

I got a 9.5 with Drogba in PES2009 In ML with London FC, Befor I sold him and got together my ML Dream Team.I got a 9.5 purposly I did the whole first Season on beginer mode and got like 2 9.5s. They don't happen a lot though, you need more than goals and assists, you need the ball a lot, make loads of passes to your own players and get loads of shots on target. Both Times though the matches were all on 20 mins, plenty of times for goals and all... It really hard though I don't even know if you can get a 9.9 let alone 10...
