I have attempted to merge these two option files together (troedlbaer's excellent german league team rosters and kits along with daymos's up to date transfers), and have used pes 2009 editor 2.9, but have had limited success:

First, I opened up troedlbaer's OF in the editor, and exported all team data as csv. Then,

I opened up daymos' OF as the main one, then imported troedlbaer's as OF2, then updated all the players, and then the team names for Team ID's 201 to 218 (where the german teams reside).

I imported the csv file created earlier, and one by, updated rosters for the german teams.

When transferring the uniform data files, I transferred all the files from daymos' OF, but then also added those only found in troedlbaer's OF.

The net result, is that I have an OF that is has the updated transfers from daymos' OF, also the three new english teams, but also includes the german team rosters - only problem is, the emblems and kits have not moved across, so, for example, eintracht frankfurt have middlesborough's kit.

I am not sure if I have gone about this in the right order, since I have never edited a pes 2009 OF ever before, but I would be glad if someone would offer me advice - I would be happy to do the leg work involved in mixing up the two OF's but at the moment, I don't know exactly what is the correct process involved. Can upload this mucked up OF I have created if anyone wants to see it.

The kits actually belong to the main OF body.

if you have the kit sponsers and logos then you can make the kits from scratch..

Just so you know.. in my OF not all the trans were complete and there was problems with certain players being double and also some international issues..

im releasing the fixed version hopefully tonight so if i was you id wait for that one..

yeah i figured something was wrong when i noticed some bloke called clarke playing for england with 99 attack stats...england could never produce that good a player.

transfermarkt.co.uk has pretty much all transfers but with your fixed OF, I could use pes editor to export any players you have created (already done so for da silva of sunderland and scotland of wigan) then import back into the other OF (over one of the empty player slots).

kits will be a pain in the ass

I've used pes editor 2009 v3.0 to do the transfers, as well as import in players into the game by using the FM database (eg Macheda to Man Utd), and have completed: English League, French League, and Serie A, leaving dutch, spanish, german (from troedlbaer's OF) and the "other teams A" to do. Its not too difficult, but time consuming, and after 3 days straight of doing this im taking a break.

only problem is that the players I have imported in will need to have their basic facial features corrected, ie, skin colour and hairstyle, at the moment they may be incorrect since I have been overwriting duplicate players.

For the EPL, spanish, german leagues, it will be possible to swap relegated teams with promoted ones since the kits are not licenced and are editable.

I have uploaded this OF in its early stages if anyone wants to take a look, and perhaps lend me a hand in this.
