You are probably at a financial crisis as it happened to me before and if I ever got an offer, I had to accept it as I was in debt. Check your expected earnings and see if there is a negative sum of money

Also Abu may be right in the player has put negotiation on hold. I've experienced this a couple of times.

Only problem is that if a player puts it in hold and a team tries to buy him, he'll go for free

Yeah just like we can buy other players the same way. The only frustrating thing is that you can't do anything when a player puts negotiations on hold. Why can't i offer him a higher salary or something!?!?!? Same issue in pes 2011.
