My ideas are the following
when selecting the stands you will have the ability to pick FOR EACH INDIVIDUAL STAND the following

DISTANCE of the stand from the pitch
HEIGHT of the stand from the pitch.
LENGHT of the stand along the pitch.
CURVATURE of the stand
ANGLE of the stand
DEPTH of the stand
SEPARATION between TIERS of a stand

And you will also be able to add extras such as
SECOND, THIRD TIERS and EACH individual tier will have the ability to have independent wall and fencing.

TUNNELS ( you will be able to add tunnels either in the center of the stand or on one end of it )

VIP BOOTHS ( will be added at the top of the tier and can have multiple levels )

ROOF ( The Roof come in 3 options long, normal, small and none. also we will have options for the shape of it Arched, flat, angled, wavy. also the we will be able to choose the angle at which the roof sits )

ILLUMINATION SOURCE ( Towers , Ceiling )

BENCHES ( You will also be able to pick where the benches are located {Main or Back stand} whether they are in the stands like many english ones or almost under the stands like LA BOMBONERA STADIUM

DISTANCE
the stand will have a SMALL.MEDIUM and LARGE distance from the pitch
Small would be like many stadiums in England that are just a few meters away from the field
Medium would a distance around 7 meters off the field
and Large would be long enough to have a running track in between the stands and field.

HEIGHT
the stand could be as low as the pitch giving the fans an eye level front seats.other options are an intermediate normal height and an elevated similar to some arenas in germany where the front seats are a few meters of the ground.

LENGHT
The length of the STAND AND TIERS will vary as follow
LONG, NORMAL, MEDIUM, SMALL, NONE.
Long means the stand wraps around into the left and right stands
Normal is when the stands goes from the goal line to goal line
Medium is when the stand is the distance from box to box
Small is just as big as the center circle
None is obviously no stand but instead appears a wall where we will be able to pick the height like the stadium of RAYO VALLECANO

CURVATURE
Curvature is the roundness of the stands
Large/ or circle would give the stand a MARACANA look when all 4 stands are in this setting
Medium/ or oval would give the stand curvy look but not at noticeable perfect for stadiums that don't have a running track yet they still have a similar oval shape
And normal/ or flat are for the common stands that have no curvature at all

ANGLE
the angle of each STAND and TIER will vary
Semi flat
Normal
And Steep

DEPTH
the depth is to show how many rows of seats the tier has
Low has 50 rows
Normal 100 rows
Large 150 rows

SEPARATION
the distance between the tiers of a stand
None thats where the tier starts where the last tier ended
normal and high

I want to add more ideas:

SCOREBOARD

Put the Scoreboard wherever you want: over the stand, under the stand, in a corner o/u the stand (like Stamford Bridge), and in the case where there's no stand put the scoreboard in the ground, like this:

In a case of a stadium with a dome, put the scoreboard in the roof.

DOME

Add a third type of stadium with a dome (like Ajax Arena or Veltins Arena).

TUNNELS

Other options like, in a corner (like Old Trafford) or rear the goals (like "Campo de Fútbol de Vallecas" stadium).

And edit the inside of the tunnels for pre-match animations.

BENCHES

Other option, on the stand (like Old Trafford).

BACKGROUND

Chose differrent 3D objects in the part of no stand, like little buildings, forest, training ground or mountain (like AXA Stadium of Braga).

ON THE FIELD

Add publicity near the goals.

Add players warming (like in FIFA 13).

Add vehicles in Olympic stadiums (like Police van or Ambulance).

Konami and the PES team should create many fake stadium's names available on the game for us to edit just the names instead of building the stadiums. They can make an Option room create a stadium as well.
