Decided this year to make the switch to PES considering the good reviews and FIFA's inability to make an effort in developing something worthwhile.

In Ultimate Team there were special pack offers every once in a while, giving you a much better chance for higher quality players (per value). In MyClub top agents only give a 15,7% chance on black ball players. Will there be special offers here as well?

If so I'm going to wait for these offers and save up coins and GP. If not, I can spend them right away.

Last year Special Agents were added to the Top Agents for periods several times. So, yes you do get them. I guess they are similar to offers. A fair warning though, myClub has quite different mechanics to FUT, I'll advise you to atleast go through the in-game help.

On this page (link) scroll down in the 'Online Information' box and have a look at the special agents I mentioned. I hope this answers yourr query.

Do you know by chance that if by hiring Top Managers you get better chances at having a black ball players on Transfer Market or is that completely unrelated?

Can confirm, completely unrelated.
If RNG favors you, it is not unheard of getting Messi/Ronaldo from 1 star agents.

What hiring top managers does is that it provides enough points to fit more superstar into your playing squad. So, for example, a manager with 72 rating may accomodate only a total cost of ~370 but a top manager rated ~90 can accomodate about 800 total player costs. No relation in getting black balls... but useful for using black ball players.
