You should maybe sell your less skilled players that play in the same position as the player you want.

If you don't wanna sell, loan them or if noone wants them just release them.

Or just try again, sometimes the computer is talking bollocks and its just a stock response, I tried twice got that message, third time (no changes) he accepted.
