Who said this game was better than FIFA 17?

Both are absolutely horrible!
After having completely dismissed FIFA 17 for its awful defending system, I have tried myself to like PES 2017, but I can't because it is just as bad as FIFA 17.

The game is plagued and when I say plagued, it's like FULL of cheating AI.

When the game doesn't want you to win, it will blatantly do it by controlling your controller inputs, even to the point of delaying them by half a second.

I was playing Barcelona vs Atletico Madrid.
Three games.
First one I tied 1-1
Second time I won 1-0
Third one after losing 0-1 at half I turned off the game and I uninstalled it.

Why?
Because the game didn't want me to play it.
Examples;
Delayed tackles.
I am facing Correa and I go for a perfectly fine tackle. Instead, Digne follows him and just as he is on the ground , Correa decides to make a feint.
Foul against me.

Another example;
Torres recovers the fall from the middle but sprints it too fast. I intercept him Mathieu. I get the ball and it bounces back to Torres
(what?)

Another example;
Barcelona attacking. Neymar has the ball, centers it to Arda. Juanfran jumps just to head thin air. Arda chests it INSIDE Atletico's defense and has enough time to kick it to the corner. Barcelona scores in the most unusual way.

One moreexample;
Atletico is attacking. I see Mathieu raising his hand. The game knows the ball will go towards him. Koke has it, makes a run to the side and centers it to Griezmann. I am in control of Mathieu. I know Mathieu should be covering Griezmann. It should be an easy intercept. Nope. The computer decides Mathieu to pause himself. Griezmann scores.

I turned off the game.

This game is so bad, I am glad I skipped on it yet again. I haven't bought a PES game since 2014 and I forced myself to play 2014 even though I hated it.

Unfortunately... You're 100% right.

Handicapping and scripted actions from the A.I. are blatant in PES.

This game sucks.

The scripting is felt because of the calculations between players' momental chemistries, form, team chemistry. Momentum at a particular point of the game can go adrift, and players will start acting like they are stupid. This is all due to the complicated structure of Master League, that these calculations change, I've noticed same things in PES6.
I accept this so called scripting, because it depends solely on realistic circumstances, which a player creates himself (team form,chemistry,strength,player form).

So, I ask ....

Couldn't a player's body(tired, if the team is down,if he's being pressured) not disobey his own brain, and just make a stupid mistake that will lead to panic ? ? ?
That's a retorical question. IT HAPPENS ALL THE TIME

This game is totaly different from any other PES, it's better than All Pes games from PES6 upwards, PES6 is still for my taste, the most complete Football Game of all times.

PES17 is the first PES I play seriously, After PES6

Why do you gotta lie man?
The stuff that you are talking about refers to things that should be happening by the end of the game or by the beginning of a season.

I think the chemistry thing should be off on exhibition and league matches.

Chill out. It's true that the AI is cheating. Some weeks ago I caught AI players diving. It's true that we can get some free kicks from time to time (at least this aspect is better than PES 2016, where AI players never do any fouls), but I've never got a penalty. And the referee sucks.

But it's also true that players make mistakes in real life... Maybe KONAMI tried to bring that aspect to the game, but failed because it happens too much frequently.

Also, I've seen AI players failing easy last minute goals several times, that would completely change the score of the game. Your players make mistakes, but so does the AI. So I have no reason to complain. (Except when I play against Barcelona: it looks like that team always have to win, no matter if I am winning 2-0 at 80 minutes, they score 3 goals and win; maybe because they are "sponsors" of the game :p)

But there are many good things about the game (I could make a list). Really. I'm enjoying it. I still recommend it. If you don't like it very much, wait and get it on a sale, on an used games store, or anything that is not full price. I got mine on a sale (About half of the price) and I don't regret it.

Hey at least the AI in PES aren't as awful as in some other games. I think both games have their pros and cons, but for me I'd prefer PES over FIFA because of how much smoother the game plays.

In any case, FO4 is a musthave and mustplay. It might not be the best game of this year, but it's definetly among top 5 best games.
Said it before and others mentioned, the game is rich with content, you won't be bored nor annoyed and while there are plenty of fetch quests inside, there is enough side stuff to cover for that.
The game has it's fair share of bugs, but it's not just one, but two steps forward from Bethesda. Unlike previous games where every minute a new bug would emerge on your screen, I could number bugs experienced in FO4 on my fingers - seems they finally went into some betatesting prior to release.
