About buying players again

Hi folks,

I'm in my 10th season now and have a big problem.
I have a lot of money but can hardly buy good players and I have no idea why. Cause I'm always 1st or 2nd rank after the season.
I always get very far in CL. Meanwhile my team is ruined, cause I only have 5 substitutes and the new season starts in 4 weeks. What can I do? I dont wanna restart again.

There are sometimes good players. But mostly too old.
I just checked my Scout's attributes. The value for Veteran...is just 1 of 5. Maybe thats the reason?

Well the better your scout the more chance you have for succes. I think it does change something. Like scout club rank player happynes with there club and stuff, that all matters when signing players. But still in this pes it can be a B signing new players
