You can create stadiums but im not the one to ask , i seen screenshots of someone making goodison park.

It requires a lot of knowledge. You need to be able to use Hex edits and whatnot. Basically, if you need to ask what programs to use, you won't be able to do it. I personally have no idea how the socceraccess guys do it exactly.
