PS2 - Quick ML Question

Is it possible to do a Master League where the Premier Divison is made up of all the best teams rather than just having the EPL Teams, La Liga Team etc..
Also what does the Master League Structure avaliable in the PES Shop do?

If you buy ML Structure and then start a Master League, you can choose which teams go in which leagues

but there isnt an automatic way where the computer sorts out some of the best teams into the Leagues?
How do you guys play it? Do you use an original league (EPL, La Liga etc.) or make your own?

Im pretty sure 90% of the people make up their own. It gives it more variety and is more interesting in my opinion. You got League mode to play all the teams in La Liga, EPL, Eredivisie etc. so why do it in ML as well?
