difficulty buying top players

I am about to start my 3rd season with genoa and i just won Europa League and got 2nd in Serie A,
my chairman is asking me that is time to acquire a top player, but nothing, no club wants to sell, even if the player has a low affection to that team i always receive negative responses.
the market level is on normal and my club is 20th in the club rank, i will be playing the CL in this season so I'm a pretty good club, but still none.
if they are more than 85 they don't sell them.
is this happening to you also?

Try going onto you 'list of targets'. There are players there willing to go to your club and you have over 75% chance of buying them,

Also, I haven't had that mission yet - i've only had
'secure promotion'
'mark this top goalscorer from not scoring'
'don't recieve a card of any colour'
'Play a specific player for atleast 30mins'

he says that is time to buy a player that is in the Serie A top 11 team of the year. i think that buying also a great player will make him happy anyways but still none wants to play with me, i knew about the target list but there is no player that could raise my team level,
and also I'm facing a different problem, i need good subs to win everything this year: Serie A, CL and Italian Cup, but when i try to buy some 77-78-79 rated players the answer i receive is that they don't want to face competition in the team,
also the 2nd year i didn't buy anyone for this problem. i will probably set the market on high next year.

I suggest you don't set it to high - trust me, there are so retarded transfers so I'd keep it to normal. It is challenging though as not everything is easy and if you tried everyone in the team of the season, forget about it. The chairman won't fire, it'll be just a small decrease in his trust.
Also if you want some decent substitutes in your team, go on the forum 'Master league recommended players'

lets say that more than satisfying the chairman it is a personal issue, i'd love to have one top player now, i have 125,000,000 € without using the trick of more money. all never spent cause nobody comes.
my top requests would be: Fabregas or De Rossi for the midfield, Ibra as a CF, he's a monster, and Kompany or Chiellini for the defense.
i guess i'll just have to try winning th CL and gaining more respect!
If you started with a medium-low team how long did it take you to buy a top player?

If you start a medium-low team, it'll take quite a while to buy a top player. A good tip is to find any top players that have refused a contract and put it on hold or any free agents. Another tip is to check their affection bars and if it's like one bar, they are not that loyal to their team and will be seeking a transfer. Another one is to check on their dossier and see if they are struggling to gain a first team start and they can be bought easily too. If you are a medium low team and is not doing that good, I suggest with all that money that you change youth team to level 5 and pray you'll get a talented youngster because it'll be against the odds to get a top player unless you have classic players ON.

Or try loaning a player but that is kinda hard to do too.

After a few seasons in the ML, like you, I have been trying to secure some star 85+ players. All have turned me down. Either the negotiations were too tough, the player didn't want to face competition for position, or player didn't want to take a step down (in CR7's case).
However, I did get lucky and a few key players popped into the "List of Targets". Torres was in there (not the greatest CF but better than what I had) and then Ibra with a 91 rating showed up and I just about pissed myself. Was able to snag him. Without that, I'm thinking after getting club to the top of rankings and winning CL the very best of the best will re-consider.

One thing I do know, as with other PES games, is the ratings are misleading. Some of my players with ratings in the 70's are just as good as others in the 80's. All depends on style of play. Have to find the right combination of players without spending too much.

Very true indeed - the rating off some players are very misleading like defoe who has a powerful shot or someone like Andy Carroll. I prefer to look at play cards instead

Which scout do you have Brigu?
I haven't signed any insane players. Just signed young players who are now developed in to stars most of them after playing 4 seasons. The first player i signed who was really good was Rasmus Elm and Albin Ekdal but that was after 3 seasons even though i had won EL and had some of the best scouts.

i have the german scout, the second best one, paying him 5 mil a year!! but i guess the main issue is my club ranking, when ill be in the top 5 ill be able to buy who i want, for this year i just invested in the youth team and marketing,
if i win the CL ill put it down again and buy my so wanted fabregas e chiellini, my Ribas as a CF is growing so much and i trust him!!

I tried Neymar and they didn't let me. Goetze and Ganso are easy to buy though but they aren't rated as a 'top player' in the game

signed neymar the 1st season, I'm signing ganso right now and i've created ronaldinho(fairly not overrated) and i will finally have my brazilian dream offense creating for my CF...nobody will stop me!

I've now won EL to consecutive seasons. Also became 1st in the league and won the cup, and still no big players will join my team. I just have to keep trying.

I'm having the same problem with my Man Utd ML Team!

At first everything was going alright, managed to sign Benzema, Hamsek & Aquilani but now I'm in my second season and my transfer targets are all rejecting me. I have won everything in my first season (had to change to professional for more of a challenge) and have achieve No.1 club ranking but I just keep getting the same old excuses, "difficult to sign a first team player" "difficult signing for a number of reasons"

And their not top class players either! I'm trying to sign any of the following, Neymar, Hazard, Pastore, Sanchez, Bale.

Can anyone give me some suggestions?
