It was necessary because they updated their older jersey textures to the tighter fit of most football jerseys. If anyone is to blame, blame Adidas and Nike ;D You can also modify your classic kits in order to use them in PES 2018 by editing the socks and sleeves. It's not something impossible...

No it's not. It's a technical necessity because they updated their kit textures to the current standard of tighter jerseys. You can't simply click a button called "make kits tight like in real life" and expect your image resources to adapt automatically.
