Is it for PES4 or WE8i ?

This patch is for pes4 only. Cause the early release there were slight probs. WE8i doesn't have an official patch cause I assume the v1.1 for pes4 patch which is needed for pes4 in already on we8i on it's release.

it's the patch that fixed it. It is the game. Winning Eleven 7 International NTSC/J has that fixed. Handballs are also reduced drasticly.
