about editing programs

Is there a program strong enough to create new teams or new players for the pc version? (Not in the masterleague)

Also, can you guys tell me how and what the features look like?
Style of dribble 1-4
Freekick type 1-9
Penalty kick 1-5
Drop kick 1-4

No you can't create new teams, you'd have to edit existing teams.
