Compulsions PESFan Editor for WE10

Compulsion has just released his latest version of the PESFan Editor which can be used with WE10. But he issued a warning to anyone who wishes to use it;

IMPORTANT: I haven't been able to test this myself, as I don't have WE10, so bear that in mind before undertaking a large amount of editing. Please report any bugs you find.
