I am in 2007 at the end of year negotiations week 37. If I grab players like Cesc(fabregas), Baumjo(who is now 20) or whoever will they still reach their same potential peak as if I had taken them when they were 17 or 18?

Porbly not as much, because they may not have trianed them as much as you would have. They'll still be pretty class though.

It is possible to exceed potential normally so even if you grab the player late as long as you play them enough and they perform they should still be able to reach their potential.
