How to convert a PS2 OF to PC?

Does any one can tell how to convert PS2 OF to a PC OF?

Use pesfan editor, load the PC of first, then load the ps2 file you want to convert to PC as OF2, then copy everything over to the PC file and save, you sorted now.

in what format has to be the PS2 file,or it doesn't matter?
