No, unfortunately not in PES3 anyway.
If you create a new player, best to pick a reserve from a squad with the right nationality, then use the "free club transfer" unlockable feature to send to the right team. Then use the "edit team strategy" also buyable from the shop, to send to the first team.

In WE8 you can edit players nationalities if they are not in the national squad.....e.g.
you could edit Roberto Baggio's nationality to japanese if you want because he doesnt play for Italy in it ....hope that helps and clears things up
