What filetype are you trying to open?

You have to open the .bin files with WEPicDecoder and then "Export as BMP"

correct me if im wrong, but arnt pdf files only openable in adobe acrobat reader... and not adobe photoshop.... anyway, photoshop opens every type of image file pretty much.

Photoshop opens almost every type of images, including bmp, jpg and png which are the only ones needed for editing PES/WE

Well if it don't work, open it with mspaint and then save it again somwere else as a 8-bit(i think) nad then try to open it. Or save it as a jpg. If paint don't work, try other progs which you may hav like Paint Shop Pro, Microsoft Picture It! etc.

Paint Shop Pro is kind of shit. I used to use it, but Photoshop is better. Just try Paint then, save it as a jpg or bmp and then open it one Photoshop
