Replacing 0_Text.afs with the para_we8.bin file!

Just curious if anyone knows any information on this? How do you actually get the 0_Text.afs out of the para_we8.bin file? Is there a particular program you can use? I tried using Apache to extract the bin file but doesn't work. Any advice how to do this?
