unfair online game play or gremilin in game?

I have been playing pro evo for a long time, i finally bought a PS3 so i could play online. in some of the games i have played the opposition have done things with the ball which can only be classed as cheating.
2 examples:
1: Oppostion shot my goal keeper dived, before i knew it the ball was back the the strikers foot to knock it into an empty goal.
2: This has happened a number of times, opposition player running with the ball, then all of a sudden hes, jumped about 10 yards forward.
is this an online cheat or problems with the game?

problems with the online game. It sucks.
